yes i am on exodus. i dont see why i cant make a new character if i am already there. i am not logging in twice
When it has congested status, it prevents character creation and transfers to try and get people to make characters on other worlds.
This is done when it's stretched to its absolute limits. It started back when everyone went to Balmung. Many people didn't care about going to the other worlds. They wanted to be on Balmung so much for the RP community that they would go as far as to do a paid transfer to circumvent the new character limits that were in place most of the time. I made a linkshell on there and it filled up with over 100 people, mostly new transfers, in just 2 days. It was at that moment I knew Balmung was a bubble that was going to burst and that SE needed to do something.
And they did. They made a new status called "Congested" status that not only absolutely prevents new character creation, but also prevents transfers. Although this had a very bad effect on the server, preventing new players which are a necessary part of the game, it helped a lot by motivating people to go to other worlds to play with their friends. World Visit helped as well because there's not as much reason to be on Balmung if you can simply world visit to it anyway.
And now, this status is useful at a time when Aether and Crystal are extremely congested while Dynamis is in need of people to further populate it.
Congested is NOT useful, if you already have chars on your main server. Am I allowed to join my guild with a char from another server? No I am not. I see, why it is useful to prevent server transfers to congested servers, but making new chars, where you already belong is a kick in the face.
But there are way to few servers anyway. In Europe from currently 36 server only 4 are accessable at any given time. I check the serverstatus many times a day and never you are allowed to use 32 out of 36 servers. This system is simply pissing off new players. I am checking this often to get parts of my family to my server, which currently is not possible. If we could move a whole guild with all alts to a less populated server for free, well... but we can't. Currently congested worlds stops friends/families from long term fun. Always jumping worlds is not fun. I even told a friend not to start FFXIV, because of this. We talked about it, he plays something else now.
"Hey, wanna play FFXIV with me?"
"Cool, what server are you on?"
"[name any, it does not matter currently], which you can't join. But you can join me there with world jumps. Play on any free one"
"hm... can I join your guild there?"
"No"
"Well... perhaps another day then"
It's just one of the many things that show the dev process never really had people having more than one character in mind.
You can't have multiple characters logged in on the same service account, the very reason why you can't friend your alts - why you can't send them mail or add them as a tenant to your one personal house per service account (I get why that limit was needed, I don't get why all characters on your service account don't default to tenant status if the game already knows the service account has a personal home on that world).
As far as congestion goes, it doesn't matter if you have 1 character on a world or 8, if it's the same service account you can only ever have one of them logged in.
NA is actually even worse, out of 4 DC's, only 1 is open, it's their latest trick to force people to create a character on a dead DC, they know it'll die the second they open travel and transfer, but in the meantime, they can pretend that the DC is alive since all the people on the other 3 DC's have to travel to the new one to play with their friends. It's smart, and as usual, the community sits and never complains.
Congestion on NA was gone by week 1, why is it still in place at this point ? I wish those defending the DC travel lock could respond to this.
The community will gladly make a ruckus worth 500 pages about Wuk Lamat (which I agree with btw) but stays silent when they are unable to play with their friends or family, it's insane to me.

I'd just slightly amend this to add "on one server." I think they anticipated people having multiple characters, perhaps to play with different groups of friends and the like (since DC travel wasn't a thing originally), but with an individual character able to play all possible classes, why would you need more than one on the same server? (Yes, I can see some reasons why, just speculating from the dev side of things.)
