ARR had similar mechanics based on damage inflicted to the boss, notably in Sastasha hard and Qarn hard, except it was room wide damage. But it's easily extendable to single targets.
I wish if there is a version of 2.0 or even 1.0 to see what is missing,

I know they HAD to remove specific mechanic due to server tick issue,

we understand they didn't have enough money at that day.. but now FFXIV is biggest MMO of all time or close to it..

Shb and EW was enough success to revamping old mechanic and fix gameplay related issues
