Incorrect timers on skill cool downs and Instances.

    ISP: Comcast
Type of Internet Connection: Broadband Cable
    Internet Connection Speed: 12Mbps
Date & Time: starting around 7.21.12
    Frequency: Always
    Character Name: Ganji Maru
    Race: Lalafell
    World: Excalibur
    Class/Level: DoW/M
Area and Coordinates: Any Instance (Skirmish/CC/AV) for timers, everywhere on skill cool downs.
    Party or Solo: Both
    NPC Name: None
    Monster Name: N/A
    In-Game Time: N/A
    Steps:
To be a tad more specific:

Skill Cool Downs - When the timer reaches 0:00, an additional 5-15sec is added onto the cool down. After this runs, another 1-2 sec cool down commences. This makes for a total of 3 cool downs. I also appear to have lingering buff/de-buff icons in my status bar. The buff/de-buff will wear off, but the icon will flash 0:00 for various times before finally fading.

Timers - When inside of a timed instance, the timer for time remaining counts down normally. Somehow, however, it seem to get off sync with the actual time remaining, and will run out anywhere from 5-10 min early. I still receive the "system" message telling me the correct amount of time remaining, but the countdown timer always runs out early.

This happened to a friend of mine once. I don't remember his exact explanation once he fixed it, but ... are you overclocking by any chance?
