If they gut summoner and rdm ress because reasons, then this should be the compromise. One phoenix down per player per fight.

Or at least add a big cast time and a big recast time to hinder the usage.

This, together with putting more limitations on Verraise and Ressurection, can potentially excuse SMN and RDM from that ridiculous 'tax' they pay to have those rezzes, since they would now become job perks rather than identity defining elements.
