I agree, other aspects of the expansion are good, like dungeons, fights, zones, and music.
I don't think its only Wuk Lamat that brings the story down. But in retrospect, a lot of characters are shallow, their motivations either don't make sense or are just used to advance the plot.
They could have been way better if the writers actually fleshed them out a little.

Zoraal Ja, Koana, the Scions, Bakool Ja Ja so on and so forth.

Bakool Ja Ja for example lacks crucial development, his actions are barely acknowledged after the cenote revelations and it was a total 180 from how he was acting beforehand.

A single line of him mentioning that he wants to please his parents and then nothing till he gets beaten is not enough.

So yes, Wuk Lamat's screentime is a problem but not only. There are a lot of plot holes and discarded elements that would be crucial for this story to be good.
