Let me explain what will happen: players will stop doing roulettes and new players will sit in long queues trying to get through the said content. Getting a pop for a specific alliance raid could already be an issue during pre-DT lull, with what you suggest it's only going to get worse.

This is a non-issue. If some players don't do roulettes, honestly that changes absolutely nothing for 100% of the playing playerbase. Players who still want to do content still get matched up with players who still want to do content, and players who don't are self-filtering themselves out of the queue, which actually improves the roulette player quality.
