They've been using the orange telegraphs this way for a really long time. If an orange telegraph appears and disappears almost immediately, that's the game telling you there's another cue to look at to avoid it.Telegraphed orange aoes up recently had been to show you TO DODGE. And in the vast majority of fights this is still the case. They either need to telegraph an AOE to be a warning "you will get hit" or remove it for mechanics where if you are in the orange you are hit the second it appears. They can't be flipping the script where 90% of the time it means move and the other 10% means "you screwed up and get damage"
