Dunno if it's fixed in win 11, but at least for win 10.

If you are using wallpapers with slideshow background, DISABLE "Automatically pick an accent color from my background" under Personalisation->Colours. Cause it for some reason causes entire windows to freeze up when the wallpaper changes.
