You are missing the point. I already addressed what my actual issue is. It's not item rarity in general. It's making items rare that are required in bulk(that means many. A lot of). Stone Partitions and both Neon Wall Lights are poor choices for rare items.

Why do I think so? Because the entire European market currently cannot even supply enough to make a single room.

Sounds like that will make for one sick room once someone is able to collect enough of them, and paying the right price to all those excited sellers. People don't want to let go of theirs because they want to have that fancy new room style? Raise the buying price.

You're literally experiencing a free market and finding you don't like the game of it.

Whether or not you feel the items should be rare is irrelevant, they are rare. So you are going to have to pay for it.
