Local Leve Mishap - Leatherworker

Centurylink and Roadrunner. I was on both recently.

Type of Internet Connection:
Cable and DSL

Internet Connection Speed:
DSL @ 1.5mb down, Cable at 25mb down

Date & Time:
Game has not updated this local leve with me logging in out, I live in CST, I have seen it at all hours of the day.

Frequency:

Character Name:

Race:
Miqo'te

World:
Excalibur

Class/Level:
Level 21 Leatherworker

Area and Coordinates:
Ul'dah X5 Y5 in front of Uwilsyng, and anywhere else in the game when i look at the leve.

Party or Solo:
Both, different times of course.

NPC Name:
None

Monster Name:
None

In-Game Time:
I have noticed it the last 3 real world days.

Steps:
I have no idea how this occured. I was gone from in game about 3 weeks for work. I came back checked on it and it stated some wierd stuff. So i figured i would post it here. I took some screenshots so you can see what i am talking about, and I placed arrows next to my Level and the recommended level of the leave. the second screen shot i am attaching is what it actually lets me make. It seems the info for the leve is displaying incorrect information.
