Solution 9 should not be a requirement to access level 100 scrip exchange

I saw that in 7.01 there was a change to the scrip exchange vendor in Tuliyollal, no longer requiring reaching Solution 9. Unfortunately, to unlock the new scrip exchange items, Solution 9 is still a requirement.

This has been an arbitrary design decision of placing the crafting unlock in the smaller settlement. It was tolerable in the past if still unnecessary. However Solution 9 is assuming you are skipping everything is still hours and hours of game play to reach, I'd estimate around 5 to 10 hours. Radz-at-Han was at the very least only around an hour if you skipped.

What is the point of restricting players in this way? They are already in the expansion, why can they not get the new items? When I was going through the msq I was annoyed I had to save doing stuff like my custom deliveries and wachumeqimeqi deliveries until I reached Solution 9 because otherwise the scrips would be wasted on old items I do not need, or just overcapped. Its an arbitrary decision that was fine to ignore when it was not so deep into the msq, but in this implementation its just too much for a simple unlock.

I already finished msq, but I don't see why this implementation should stand for others coming into Dawntrail.

Agreed. It's super weird that the game drowns you in scrips just from role quests and regular old leveling collectables, but doesn't actually let you spend them until practically the end of the MSQ. Anyone doing even casual crafting and/or gathering while progressing the MSQ will almost certainly cap out scrips long before getting to Solution 9 (and that's assuming you weren't already capped beforehand.)

The only thing I can think of is that it's intended to make things more difficult for those running crafting/gathering bot groups. In prior expansions, the early availability meant being able to avoid 90% of the MSQ to get the folklore and Master recipes. Now each bot has to get the majority of the expansion completed. That's going to slow bot entry into the market significantly.

We still have other items to purchase with the scrip. For crafters, Cunning IX is an obvious choice. For gatherers, IX and X will be cheap alternatives for those not wanting to pay XI and XII prices and that don't have Seafarer Cowries to use. Even Guerdon and Guile V are looking useful for those who pentameld. There's also going to be a need for plenty of Hi-Cordials. I've already gone through about 150 and haven't even started on my hardcore farming yet.

While it's a small inconvenience for us since we'll complete MSQ regardless, the much larger inconvenience to those who run large numbers of bots makes it worth it in my eyes.

    It was an oversight.
In Stormblood, Shadowbringers, and Endwalker you get access early on in the minor city for the expansion.
They forgot that the unlock quest was in the penultimate zone this time, and fixed it in 7.01.

There are two different issues being questioned here.

The first is access to the Tuliyollal Scrip Exchange prior to S9 in general. That was fixed in 7.01.

The second is access to the level 100 scrip items prior to reaching S9. That remains the same. One of my alts has one DoH and one DoL to 100 but is only on the level 91 MSQ (about to do the first dungeon). The Tuliyollal Scrip Exchange still does not list the level 100 related items for her. She can't purchase materia XI and XII. She can't purchase the DT Folklore tomes. I will still have to continue the MSQ on her to get to S9 before she'll be able to purchase those items.

If that was also oversight, SE could have fixed it at the same time. Instead it appears to be a deliberate decision.

Again, personally I'm glad to see it happen if it's going to keep the worst of the botting out of the initial endgame gear market. The bots will catch up eventually but at least for the first couple of weeks we'll have a player driven market instead of bot driven market.
