Why do solution 9 NPCs get more character creation options? (Raid quest spoilers)

I thought it was whatever that they just had hairs we couldn't use but with the recent Arcadion quest releases we meet a character named Black Cat that blatantly has pupils we can't use as well as a slightly different facial structure/eye shape that are not available to us.

Maybe they'll add them later? Maybe I'm just jealous? I dunno

There's pirate miqo squatting in limsa, have been for like 7 years and we still haven't got that emote or idle sit, i lost hope.

We have that squatting with NPCs in front of the Missing Member in Limsa for a much longer while now.
