I'm pretty sure NPCs have been doing that idle pose since ARR.
They haven't said anything about adding more character creation options.

There's pirate miqo squatting in limsa, have been for like 7 years and we still haven't got that emote or idle sit, i lost hope.
Desperately hoping they do add more options. I love those eyes, but i also want all those neon hair colors the random NPCa have.

Yes! Yaana’s eyes are beautiful! Also the neon hair colors! We have them as a few dyes so would be cool to have as hair color options! Most people use brown/black/red/white/yellow as they are the decent ones. Perhaps some neons could shake it up.
i need brighter hair with more saturation.
As soon as I saw her pupils I knew a thread here was incoming lol.
Yes, but this is NOTHING NEW, there are so many NPC custom faces, so many.
And the fact that there are tools out there that should not be named that let you edit you character face mesh in real time in the game like all modern games do, shows that it is possible in engine, they just dont want to save that amount of data so they fallback to preset options.
This IS new as these aren't custom NPCs, but rather utilizing the character creation system. Check Garland tools, none of them are unique models with unique features. As soon as I saw her pupils I knew a thread here was incoming lol.

These are all customization features that are already compatible with player characters, but are simply locked off from our use at this current point in time.
Non Au Ra were updated to have the ability to have limbal rings with unique, vibrant colors and its used exclusively in Solution Nine; even though player characters also technically have that capability now... its just unavailable.
That would have been fine if not for garlamnd, final fantasy 14 was never fantasy, it was w/e square like to do today. The most literal explanation for this is because it's a completely different setting to the usual fantasy worlds we've been to. Everything about Solution Nine isn't really something that matches Etheirys as we've known it. It's a futuristic city, so you'd expect NPCs to have those exclusive settings. You wouldn't see crazy neon hair and eyes like that in Gridania for example.
I personally prefer the more natural settings and would rather not have those options (neon hair isn't really FF14 to me). Even if that's my opinion, people are still welcome to want these options (and it's not my business if it was actually added). I'm aware the game contains silly costumes that go against an established style.
We have had flying cars and motorcycles for ever now, robots, force fields, half of the magic is magictech.
