It is not how Bozja works, you need to complete the entire story to unlock the full relic steps. Someone who never sets foot in Bozja will at best get 2-3 steps and then will be unable to progress it until they unlock and complete Delibrum.
Is that true? I don't think they're linked to the story quests. You can just get the timeworn whatevers from PotD.
Did you do the HW relics before they were nerfed? Because this is absolutely false.
The HW grind back in the day had little to do with poetics. It used the current restricted tomestones. So you were gated by how much you could grind with those. Not to mention the multiple steps that did not use tomestones back then.
Just to list the steps:
-Animated: either grind fates for multiple crystal drops from each of the HW zones. Or turn in a Zeta weapon.
-Awoken: take your new weapon and do a gauntlet of 10 individual dungeons.
-Anima (aka Unidentifiable): grind out unidentifiables which costed gated tomestones at the time, beast tribe currency if you had them leveled, random raid drops, and other tedious methods. And you had to gather multiple crafts that were required to be high quality at the time, either through crafting with specialization, or paying a large sum.
-Hyperconductive: buy Aether Oil for current tomestones at the time.
-Reconditioned: Umbrite/Crystal Sand. You got them by various methods, current tomestones, through battle levequests, and through crafters/gatherers.
-Sharpened: daily quest that had you go through roulettes (currently can’t remember if you could use current tomestones back then)
-Complete: 3 dungeons then a hefty light farm then pneumite from GC seals, treasure maps, or tomestones.
-Lux: a victory lap through all of the hard mode and equivalent trials with a tomestone purchase after.

6 of those 8 steps you listed were "dump your current tomestones" which is exactly what Manderville was when it was current.Did you do the HW relics before they were nerfed? Because this is absolutely false.

My memory is still hazy since this was back in 2016-ish, but back in the day when it was current the items for the relic were very costly in terms of tomes, and they offered more ways to get the items required for the relic instead of just buying them for tomes, like doing beast tribes, weekly quests, collectibles, Alexander raids, they could probably start making bicolored gemstones able to purchase relic mats for the quests.
You COULD use tomes but it was more for people who just log in to do dailies, the multitude of options were for people who actually wanted to grind for the relic or try to get it a little faster.
Plus in terms of tomes each step took several times the cap.
Watching forum drama be like
Only two of those steps exclusively used tomestones, every other step that used tomes had them as an option.
Manderville was literally only tomes every step of the way.
The steps had steps within themselves. If we were to count them, you'd get tomestone turn ins at a ratio of 6 steps that can use tomestones out of 11. Also the tomestone rates were much higher then. Turning them in took a long time if you solely went with the tomestone route, especially with Unidentifiables. Back then it took 20 of each of the 4, so 80 in total and went at a steep rate of 300 each.

Sure, but it's also kinda immature to want to deny others optional content and rewards because you may not like the optional content.
I hate doing treasure maps, yet I don't go to forums requesting no further additions to maps. I just let the people who do enjoy maps and the rewards be while I do something else.

They are ok. But square needs to make improvements to their fate system. Make it more dynamic like in GW2

Bozja and Eureka are the best content this game ever had and it's criminal that EW didn't have any. I'm unsubscribed and if I don't see Eureka3 by next year I'm not coming back.
