All character/npc eyes twitching

Location: Everywhere except for during voiced cutscenes, any characters doing continuous emotes, and when viewing models in character creator etc.

Steps:
Examine any character's eyes/pupils (stand near a wall- but you can see it from range anyway) - it can be your own character or any npc that's not doing a continuous emote, nor in any voiced cutscene from what I can tell. Both eyes twitch/skip-rotate sideways a bit every 5 or so seconds, before returning to the correct neutral position, and loops constantly with the same timed frequency. The eyes instantly jump unnaturally to a different position and obviously not intentional.
