This is so true, I've been finding myself more and more baffled by the decisions made with recent expansions. This is something that's very clear-cut. Bring. Mounts. To. Solution 9.
I agree on the condition that they add the no-mount debuff while indoors (like in Island Sanctuary). Everyone wins because S9 is easier to traverse and can show off your mounts where there's a lot of open space, but you won't have giant mounts blocking out the NPCs and being visual clutter where people need to access things.
Flying mounts in Solution 9 please!
They can just dismount players in the market place and let us fly elsewhere.
While I could see allowing us to mount and ride on the ground just like Idyllshire and Rhalgr's Reach, I'm fairly certain flying won't happen in S9.
We tend to forget how much of what we see in a game is more 2D illusion than 3D models. If we could fly right now, we'd probably be seeing a bunch of empty holes from above. Ground mounts would be as far as they would go since our perspective wouldn't change sufficiently.
As for just disabling mounting in interior areas, technically the entire zone is interior. But yes, if mounting was allowed then those smaller structures we enter would desperately need a "Hoofing It" debuff like we get for the Moonfire Faire tower.
Both cities need faster ground transit options. Tuliyollal is huge and outdoors; S9 as noted in other comments is built to look like it supports vehicles and is scaled to suit that.
If mounts are not an option, S9 could make use of the teleporter pads already installed to bridge gaps, and add more of them embedded in the road at each major intersection, so they can carry you along the long stretches of path.
Access to the endgame vendors also feels extremely clunky after the simplicity of Radz-at-Han's near instant access to the summoning bell and tome vendor. Not only do we now need to teleport to get to the shopping district, but the main aetheryte has an oddly small targeting circle so you have to move in quite close before you can use it, and then the destination is awkwardly deep in the list below a whole lot of places we only visit once for a plot point.
YES PLEASE!! This really broke my immersion in the zone. It is clearly designed with some kind of vehicles in mind and we even see them in the background flying around. But I don't need flying, even just ground travel like in Idyllshire and Rhalgr's Reach would be sufficient. And as others have said, make the indoor zones "hoofing it" so as not to clutter the smaller spaces.
I would love a proper day/night cycle for the city too--it's weird to have a cyberpunk zone that's so bright all the time. It really turns me off from hanging out there, along with how clunky it is to navigate. I think Shadowbringers showed us all how bad constant daylight is for everyone. I know it's all technically "inside" but if Labyrinthos had an artificial day/night cycle, I don't see why this place can't. But I'm not holding my breath for that one. Mounts, on the other hand, would be far more easy to implement.

Some soft of train/tramp automatically moving around the city that the player can hop on and off. It would add to the city's ambient and atmosphere. I never like the idea of having mount in cities, it only takes one or two obnoxious person for it to become an annoyance. I will only support the mount option it it comes with an auto-dismount feature when you're off street.

FFXIV will do anything in its power to not have a moving object we can stand on.
