Action tooltip "Starry Muse" (PCT) – Subtractive Spectrum instead of Palette

I really, REALLY wish the tooltips were written better.
Some are just messy to me (there is a single viper tooltip that references 10 other abilities/buffs in its tooltip to describe what its supposed to do) or reference things that do not exist in the Actions and Traits list at all.

There are so many abilities and buffs that you cannot read about or learn about in game, save for going to a training dummy and mousing over the buff or debuff icon when you trigger it quickly before it disappears, then waiting long cooldowns to do it again if you missed anything.
With the actions page getting the "Actions (Unassignable)" bottom page (which is great!), it seems like they could put something similar at the bottom of traits so descriptions of what does what are represented in game.
