Recitation not working as intended with Concitation

Steps:
1. Be under 1000 MP
2. Use Recitation
3. Attempt to use Concitation

Intended Result:
The 1000 MP Cost would be waived due to Recitation and you would be able to cast Concitation as normal.

Actual Result:
The player is unable to attempt to cast Concitation at all. The same is not true for Adloquium, Excogitation, and Indomitability, which all can be used while under 1000 MP or while not having Aetherflow stacks.

Additional Information:
If the player has 1000 MP or more, Concitation does NOT use up 1000 MP, so the cost is waived. However, the player must have the cost to begin with or is unable to cast it.

currently as it stands, Scholar's Recitation [R] has 3 Issues ive been able to locate ( to my dismay in the situation i located it):

1.: as described earlier, R does not skip MP costs for Concitation; but forces the crit as intended
2.: under Seraphism, R does not work on accession; neither in MP reduce. nor in safe-crit
3.: under Seraphism, R does not work on Manifestation; neither in MP reduce. nor in safe-crit
