If it's too much to implement, they should ban FATE parties from switching instances and just make more FATEs show up in their current instance instead. Because this makes the FATEs so unfun for everyone including them.
The game can't stop players from switching instances. I agree that the game should make at least one new FATE appear as soon as the previous FATEs are cleared/despawn. Part of what makes FATE farming fun is keeping the momentum going as you move from FATE to FATE.

Having 2-3 minute gaps where there are no FATEs kills that momentum.
