    Unable to Download Patch Files [11003]

    Getting just error 11003 when I try and launch the game. Was working fine ~12 hours ago.

    Deleted my entire config folder
    Changed BootVersionCheckMode to 1
    VPN to my state and VPN to across the country
    All antivirus and firewall off
    Windows 7 and 8 compatibility mode
    Turned off as many security options in Edge as I can find
    TLS have been manually turned on. SSL 3 tried on and off
    On Google DNS
    Controlled Folder Access is off(always has been)

    I can't actually uninstall the game(see this thread for that unsolved problem)

    Just adding updated troubleshooting steps from support that did not work so I can keep track of everything I have tried

    Run as admin. Check run as admin box. Run through shortcut in start menu as admin.
    Reset Edge settings entirely
    Port forwarding

    Did not work:
    DNS flushed.
    DNs Cloudflare 1.1.1.1 thing
    Chat support and tracert show its an issue with my ISP.

    Which is not wrong persay.

    However I am still having issues when connected to my phone through USB tethering on my main computer. My laptop(on the same wifi network as my primary computer is hard wired to) works fine. Logically if not using my ISP still fails and using my ISP but on a different device works. Tells me the ISP isn't the issue.
