There are some parts of the story that could have done with more action. The train sequence having us fight enemies on top of the train or man a gun in a gold saucer like mini game could have been cool.

The final zone however, should not have more action injected into it. It wouldn't fit the story they were trying to tell there by having us fight random monsters or robot soldiers. It was more about getting to know the people in this zone, to help them find closure, and to give closer to some of our friends. Giving it a frantic pace or more action scenes I think would be counter intuitive to that.

If anything I kind of wish the last zone didn't have random enemies etc at all, as they feel almost...out of place in that zone. Like they don't really belong but must be there for gameplay purposes.

Just talking in circles.
It's especially great in games that are as bad as XIV in this regard(or worse) that also don't let you skip cutscenes.

Cutscenes should be fewer in number and shorter in length with less talking. Write fewer words and rely more on subtlety and players using their intelligence to connect the dots. Quests that involve talking to a person to watch a cutscene and then walking to another location to talk to the same person again to watch another cutscene need to be consolidated. This is one of the biggest improvements they can make to the MSQ, and it would mean less work for the team. Write less dialogue, make fewer cutscenes, win for the developers, win for the players.

Unfortunately, people crying about In From the Cold being too difficult is why we probably won't see anything even close to it ever again.
