Per the guidelines, a tank would have to be "lethargic" enough that dps/healer pulling for them would be more of a remedy to the lethargic gameplay than it is aiding the enemies.
I know people like to get high all the time but then they go slooowwwwww
As someone who plays tank 90% of the time, my opinion is that if you pull it then it is your problem. I will be at the next pack waiting for you to bring it to me. I will swipe and then use oregeny, which is more than enough to pull aggro, but if it has ran through and I missed, then you better have some CDs ready. I certainly don't chase after people anymore.
I don't consider myself slow by any means. My fastest time on MW is 12 minutes and for the new dungeon 13:30. Chasing after people just slows the run down.
So this comes up every time YPYT is discussed and it is always a case of people arguing past each other, so to surmise: YPYT does not refer to a Tank being unwilling to chase down a DPS to rip aggro off of them, it specifically refers to a Tank who is entirely unwilling to rip off aggro off a DPS that pulled ahead, even if they run back to the Tank immediately, the Tank will either simply refuse to use any AoE skills to avoid touching the mobs the DPS aggro'd, or will straight up stand idle, and remain so until the DPS dies, they often express this is "teaching a lesson". If you aren't bothered by a DPS touching mobs first so long as they bring the mobs to you or at least don't run away with them(dungeons are hallways anyway), you are not a YPYT advocate.
Furthermore, I would argue a DPS who panics and runs away with mobs is as bad and uncooperative as a YPYT Tank.
So you are just a bad tank than. A DPS running from mobs out of panic is just unintentional incompetence, which is forgiveable. Youd just tell them hey if you get aggro run to the tank, dont kite.
Honestly tanks and healers both get a pass because theyre in short supply. If a tank didnt pull a pack, i cant say its aiding the enemy to not assist an ally that did intentionally. The ally operated outside of their role's intended function.
The right answer is to just ask if the tank (and healer) can go faster and if they say no then thats that.
The manners of not pulling ahead of the tank is built from expectations of role duties and ability of each role to accomplish those duties.
You cant hold expectations without communicating, and this is an mmo.
As a healer, if a tank only does single pack pulls, thats fine, but im not going to help dps. Im not expected to by my role, dpsing is extra and doesnt make too much a difference in clear time. And no one complains as long as i keep them alive.
If theres so little healing to do that i tab out and do other things between pulls then thats just how the game is designed, not me being lethargic in gameplay so long as i fulfill my role's duties.

Later on, dungeons are all exactly the same, basically reskins of each other. While I can understand first timers wanting to check out the environment around, when no one is new - it's always the same, 2 packs - wall, 2 packs - wall, then a boss, repeat until you get to the last boss. I don't see many tanks who just refuse to use sprint for some reason, but when you get one of those, it's just "ugh, please use the button" situation for me.
