Very strange graphical issues.

Hello! First time posting on the forums for me, I hope I found the right area to be posting this.
Since getting into Dawntrail I have had these horrible texture issues. And what seems to be clipping issues depending on the angle and distance of my camera and how they interact with texture in game or the HUD.

When I can control the camera, its not the biggest deal, as I can always adjust, but as you can see, sometimes it is completely interfering with my ability to read cutscenes.

I'm running a brand new PC with an NVIDIA GeForce RTX 4060 and the game never did this before the update... It runs every other triple A game with ease.
I hope it goes without saying that I have tweaked and toggled every single possible setting on and off to help... I have. Luckily in the hunt, I found other tricks like scaling down the 3D rendering to 99, which helped with textures, but NOT when this glitch happens. I believe it has mostly to do with how the game is now handling Depth of Field, which is when it seems to happen. I've toggled that on and off a million times.

It's so disruptive to not be able to even read something. I really hope someone can help, or a fix is rolled out for this. :\
