Reinstalling the Game and Drivers didn't help.
OneDrive isn't enabled that's just the name of the folder.
There are no overlays or any background programs running while this is happening.
I've tried all of your suggestions but none of them seem to work except lowering the resolution since my FPS wont drop below the cap with that but that's not a solution.
This issue does not seem to come from my end since FFXIV is the only game where this happens and like I said, it never even happened once before Dawntrail.

There are tons of posts on reddit for similar issues.
