    Why does Black Star not show up on my Goldsmith recipe list?

    Is it because my Goldsmith is only Level 91 or is there something I need to do to acquire it? There does not seem to be any Master Recipes XI available.

    Well, it's a level 98 craft, so, yes, you haven't leveled enough to see the recipe.
