Since it's an NPC attire, it's likely not going to be dyeable like the rest. Unless there are NPC dyeable oufits I've forgotten about...
Which ones are now dyeable if I may ask?

Thancred's HW fit is dyeable. So, Y'shtola's HW fit is likely too.
We're still waiting on some NPC gear from several expansions ago *cough* Yotsuyu's robes *cough*
They always seem to take way too long to put NPC outfits on the mog station. Though I am sure it's likely a combination of the mog station team being completely separate, and wanting to make sure a significant distance is placed so as to avoid spoilers etc.
I believe the official answer back then was that Yotsuyu's kimono wasn't designed with combat animations in mind (in particular, the lower half isn't designed to spread much, so it would look really badly stretched), so it'd have to be redesigned for players to wear it. Then I guess it just got lost in the shuffle and forgotten about.

currently, none of the mogstation outfits are limited by job as to who can use them. Her robes might function well for casters, but imagine a monk trying to use them doing the flips and everything when they weren't designed to move that way. Caster robes, since Heavensward, can't be worn by melee DPS, and so don't have to be made in such a way as to accomodate that movement.
