You said you use fire 1 to move and want xeno as an ogcd. That is part of why you have trouble with movement. Xeno is purposefully on GCD to allow you to move in fire stance

I do use Xeno and Fowl to move when I happen to get lucky and get a dungeon / alliance raid that is of level where I have it. But it also doesn't extend timers so even when you use it to move when you stop you still need a Fire 1 or Blizzard 1 to keep your timers going.
