In my opinion, the change they made on Meikyko/Tsubame doesn't change anything on the paper, but in execution and the way they made it, it make it way less flexible (Since you do not always use Tsubame directly after Meikyo to optimize the dot uptime)

I don't think SE needs to completly reverse that change but the ideal compromise would be that the "Tsubame Gaeshi Ready" effect get consumed when you actualy use Tsubame Gaeshi instead of when you use a Iaijutsu, giving you back a bit of flexibility instead of forcing you to use a Tsubame Gaeshi when you'd want to delay it to refresh your dot at the right timing
