This is your hair at a random zoom level:
This is my hair at the same zoom level:
And this is my hair at an OBSCENE zoom level:

Whatever blur or transition they put in our hair is so bad in this hair style you can see some of it is still HD, and the rest went blurry.
Maybe people playing in a 15 inch laptop and medium settings may not notice this but some of us play on a TV or bigger monitor and it is awful.

It looks fine in character creator, the same in-game:

I guess you know the solution, change to my hairstyle
I kid, but seriously I would post it to the bug report forum too to see if anyone else is having the problem or knows of a fix.
do me a favor, in game take the same screenshot as zoomed in as you can without bringing the camera up a wall. And post it here. The CC is fine, it is right at the threshhold of that effect so it will show up just fine there. It's almost as if they tested all the hairstyles at the CC level and then left a wildly inconsistent quality control over how it looks past that.
No kidding... but it sucks to lose several hairstyles to that. And moreover, what an inconsistent experience, I might make a bug report, but they tend to lurk in this side of the forums too. Last time I submitted rain literally falling inside a building they said it was working as intended so my hopes aren't high.

OP have you tried disabling LOD? use low-detail models on distant objects
IDK if you have it on for performance reasons- but it should disable this phenomenon entirely

That is fully zoomed in, I tried to see if I could trigger the same blur effect, I couldn't seem to get any at any level of zoom, but did notice GPU spiked to 100% at a certain zoom point and the camera would stutter for a moment, like it was trying to load/do something, when I zoomed a tad more out, it went back to normal.
Yeah this is something that I noticed with the benchmark and my friend didn't have the same issue. We have similar enough hardware specs, and the same settings so i have NO clue what causes it. X_X
~sigh~
I will definitely give you that looks better than mine, but it's not LOD, and changing the graphics settings is doing little for me. I do notice that is a seeker of the sun. I would have to test it on one of those.
