that's all fine and well but it will not change the hair model. It is literally a game issue on their end and not ours. I invite you to try the same with a female miqo and several hair styles, this being one of the worst.I would test your settings first like mentioned above by Amenara.
Try using the preset for Standard and check, then set it to Maximum and see if the hair looks the same. (Max turns off DLSS completely I think)
Edit: Didn't see your post before I made mine, but turning 3D Resolution Scale to 99 should make the picture ultra sharp, at 100 it will blur.
