Issiue with Limited Levling Roulette

Went into the high-level dungeon roulette with a premade of 4 people, all at least level 90 with the lowest ilvl being 640. We ticked off limited leveling roulette and double checked, but still got a level 50 dungeon despite the description saying we should get a dungeon within 8 levels. Is this intended?

I also got a 30 minute penalty for leaving the duty despite us all agreeing to leave because we can't vote to abandon until after 15 minutes, again, despite being a premade and we all agreed we didn't want to do such a low level duty. I know that's intended, but I do feel it should be premades can vote abandon right away.

Does limited leveling roulette just not work with high-level dungeon roulette?

This option only works with the “Leveling” roulette, it has no function on the others.

I do feel it should be premades can vote abandon right away.

I’ve wanted to do this many times but I suppose there is a potential for abuse, you could fish for a certain duty while still getting the roulette bonus.

(Getting a bit off-topic but I’ve always wondered why full premades can get roulette bonuses at all. The roulette system is first and foremost intended to help fill parties.)
