Uh, no. I'm referring to the fact that level 91 to 100 shields still have 1267 Block Strength and Rating, just like level 90 shields.

Notice the difference between the level 80 and 90 shield. Now look how it doesn't change between the level 90 and 100 shield. This is why paladins only block 16% damage in level 100 content compared to the usual 20% when max level.
