Block Rate and Block Strength has not increased on shields between level 90 and 100. I'm hoping it's a bug and not an intended nerf as paladins aren't blocking as much as they used to.
This is a common process during levelling encouraging getting the highest level shield available at each level if you want to get as much blocking out of it.
At each level cap (50, 60, 70, 80, 90, 100) the power will be normalized to 20%. This process is as old as ARR and is a nice reminder that we used to have shields with different block power and rate.

I remember that! Smaller shields like bucklers had a higher block rate but less block power, and larger shields like tower and kite shields had lower block rates but high block power if i recall correctly.
