The job has been available for us to play for six days. Not even a full week. It's far, far too early to be declaring that it's too difficult, and for the developers to be listening to feedback regarding difficulty. Give the community more than a week to learn how it plays before you make decisions like this.
These last six days of playing Viper have been some of the most fun I've had playing FFXIV in my near decade of playtime. It's fast-paced, active, and has a lot of room for optimization and skill expression. It feels like I'm always doing something interesting and impactful, and learning to execute things correctly is extremely satisfying.
Reducing the "busyness" will directly negatively impact the amount of fun I, and many other players, are having with it. The draw of Viper is it's busyness, and reducing that to make it more appealing to people who would prefer a slower-paced job anyway would be a great shame. The team did such an amazing job with this version of Viper, let it sit for more than a week before you decide to make changes that lessen the main appeal!
The fantasy of never relenting, keeping up a minutes-long stream of constant attacks without giving your opponent a single second to breathe, always having your foot on the proverbial gas pedal, has been masterfully realized with this job. The huge number off Vipers I've seen out in the wild since it became available speaks to this - I didn't see nearly this many Reapers, or Dancers, or Samurai in the first weeks of previous expansions. Don't slow it down for the sake of people who can't adjust to the high speed in a mere six days!
