How is that relevant? The Action Change Settings are optional, not forced. Or do you mean to say everyone should only play as you do?
Maybe people are forgetting Action Change Settings are optional only, like all the current action change settings. I don't suggest a perma change to "※This action cannot be assigned to a hotbar." Thats not what Action Change Settings are (Wanderer's Minuet and Pitch Perfect, for example)

Also, why you think bard is just spamming burst and ref arrow only (such that the entire class would be spamming 1 button if Action Change Settings gave the option)?

How is it not relevant? You're literally asking for an ability that requires some sort of skill, i.e., watching the proc, hitting it accordingly, and not accidentally overwriting it, etc., to an upgrade to burst shot. You're removing a proc that bard players NEED to watch for and asking it be turned into a 111111 spam ability. And no, don't tell me it doesn't require any skill, because people can, and still, overwrite their RA procs by using BS accidentally. If I can accidentally overwrite it during prog, I'm pretty sure you would as well.

It's also funny how you're insinuating that I thought that bard is "just spamming burst and ref arrow only." Did I say that? Or are you just putting words in my mouth. If I thought bard was just spamming those 2 abilities, I wouldn't have played bard in all 5 ultimates and all savage tiers in endwalker.
