Bard: Action Change Settings: Add Heavy Shot

1) You're clearly not thinking correctly, or you dont understand/play bard. Refulgent Arrow is Proc'ed from Hawks Eye now, something someone playing Bard would know. Further, Burst Arrow and Refulgent Arrow are not the same ability, so no, it Action Changing would not invalidate the Refulgent Arrow, it would replace a 220 GCD with a 280 GCD when the 35% proc is triggered, and you go back to using Burst Shot after use and between the other old/new GCDs. This is mostly considerations for Bard past level 50 Polaris (once you get to 100, it might make more sense).
2) Moreover, Hawk's Eye is granted by many things now. The WHOLE POINT of the Action Change Settings is exactly as described, to remove button bloat and not split into multiple hotbar keys a series that is entirely dependent on the other (many, MANY classes already employ this, specifically Pally and GNB and Dancer come to mind). As it currently is, there is no reason for Refulgent Arrow to be available and the Bard to prefer Burst Arrow (even if your seconds away from your burst window, imo, it proc is 35% now on so many things, so get your extra 60 potency and go back to proc hunting).
3) Action Change Setting is optional, people like you, who want to sit on a single Refulgent Arrow proc while Heavy/Burst Shot, Quick Nock/Landonsbite, Iron Jaws, Caustic Bite, Storm Bite keep trying to proc can still do so, but there is no value in spamming a 220 GCD when you could use a 280 GCD of identical cast, range, etc; particually when using the 280 frees up the other 5 actions to 35% proc it again.


Shurrikhan's suggestion is good. I like the idea of stacking 2 or 3. That seems convenient, though I think I would prefer less button bloat if both aren't an option.
