Steps:
1. Play through the Dawntrail main story quests until completing "Road to the Golden City", which populates Tuliyollal with the quest " Once a Riddler, Now a Ruler".
2. Accept the quest " Once a Riddler, Now a Ruler" from the nostalgic attendant at coordinates provided.
3. See that the attendant refers to Wuk Lamat as Dawnservant despite her not being crowned yet.
4. Complete the quest " Once a Riddler, Now a Ruler".
5. See that the attendant refers to Wuk Lamat and Koana as "rulers of Tuliyollal" despite the events of the main scenario quest "Dawn of the New Tomorrow" not yet happening.

Basically, this quest should populate after the "Dawn of a New Tomorrow" main scenario quest.
