The side quest "Once a Riddler, Now a Ruler" in Tuliyollal is available right after "Road to the Golden City" and before the MSQ quest "Dawn of a New Tomorrow". The final NPC dialogue spoils a major plot point revealed during the "Dawn of a New Tomorrow" quest.

2. Pickup "Once a Riddler, Now a Ruler" side quest from the Nostalgic Attendant.
3. The quest explains that Koana created these riddles for Wuk Lamat, so he is the "Riddler", which implies he is now the "Ruler" given the quest name.
4. Complete all steps for "Once a Riddler, Now a Ruler" and return to complete the quest.
5. NPC Nostalgic Attendant states "And now they stand together as rulers of Tuliyollal, supporting one another as they strive for their ideals... Yes, I daresay the realm's future is in safe hands." Additionally, she refers to them both as "Vow" so-and-so, instead of "Promise". Example: "If I get the opportunity, I shall deliver this ring to Vow Koana."
6. Complete "Dawn of a New Tomorrow" and find out about the joint rulership decisions and titles.
