Did you try setting the bar to 99?


It's not easy to see the difference between video compression stuff and blur from the game. The bitrate isn't good enough for that. Youtube doesn't even allow that.
What antialiasing setting are you using? The TSCMAA + Jitter has a temporal component, so could cause blur in motion. But note that without temporal antialiasing, you can't fix the escessive shimmering in FF.
I meant the dynamic resolution checkbox (that checkbox enables upscaling in certain situations). And set the resolution slider to 100. When you do those 2 things, you completely disables any upscaling. So any remaining issues have nothing to do with upscaling.

There is no upscaling with FSR 100.
The blurring is you a you problem OP, I have absolutely no blurring.

Since several other people have reported both FSR 100 not turning off upscaling and also getting blurring themselves, including people with quite new hardware and modest resolutions, care to explain why to us and SE? There's even a substantial thread about eyestrain from the graphics update.

Those problems have nothing to do with FSR, setting it 100 is disabling FSR, you are not upscaling at all.
You not understanding how FSR works is a "you" problem.

Oh and about the idea to set the resolution scaling to 99. All that does is let FSR do a tiny bit of upscaling which you shouldn't really notice. But an inherent part (the biggest part) of FSR1 upscaling is a sharpening filter. So basically setting the resolution scaling to 99 enables a sharpening filter. And while that isn't a terrible way to enable a sharpening filter, it's not the best way. For sharpening I would use the Nvidia/AMD sharpening filters (from either driver, gfroce experience, nv app, etc), at least that way you have control over the amount of sharpening.
Oh yes, the UI is weirdly designed. And is sure to confuse people. And yes you were already able to set resolution scaling and dynamic resolution before the patch. They should have designed new menu options, not weirdly force it into existing options.
But still, it does work like I explained. Enable FSR, resolution scaling to 100%, and disable dynamic resolution to disable any upscaling.
