Rhalgr's Reach allowed us to use mounts, so why can't Solution Nine allow mounts?

Solution Nine is a residential district in the tower, no? Why would it allow mounts? It's kinda like Eulmore I'd wager.

That's fair. I can see the way some areas are designed to just have pedestrians. But then there are some areas that are so wide and open that feels like there should be vehicles.

I think Solution Nine should of been a bit more compact if they wouldn't allow mounts.
