I also would think following:

Each rotation will add 123 cards for 2 separate roles tank and dps

So tanks like gunbreaker could take the one that increase damage per OGCD
And tank like warrior could benefit with one that affect damage for GCD.

And dps other wise
That could open alot of possibilities for optimization and randomeness

I don't think it is a pain it reminds me of mechanic in shadowbtinger raid that is a knight with a bird holding him up

He cast a spell that will be trigger after 30 second and it was clear when it will be casted
