Noticed this after a few hours of play with some slight feelings of my AoEs being slower than my Single Targets on DRK and my MCH rotation slightly drifting. Even with 737 Skill Speed on MCH(2.45 Recast for skills) Drill/Bioblaster is 20s Flat and DRK Skillspeed being 770(also 2.45 Recast for skills) Unleash/Stalwart Soul is 2.5s flat as well. I don't know if there are any other cases for it but from my brief scouring over the classes I noticed nothing else is like this.
