    You don't have to be in the circle to get the heal, it's a (singular) 400p heal from Star Prism to anyone within 30y of the PCT's target. There is no heal from casting any other spell as PCT, whether inside the circle or out. The circle affects nobody besides the PCT themselves in any way whatsoever.

    Proof from a level 100 normal raid PCT healing log (regeneration is the natural self HP regen):

    I didn't realize that you didn't have to be in it! But it does look like it's on the Star Prism cast, not Starry Muse itself. Maybe they just want it to be very visible so that you know when that heal is about to come out?

    But I stand corrected! Definitely could tone it down then.

    A quick look at the tooltip of starry muse and star prism easily confirms this.

    PCT has 3 sources of healing. Star Prism for the 400 potency aoe heal, and temperas coat and grassa. Barriers aren't true healing so much as anti-damage, but it is notable since they can give people a 10% barrier in aoe, and that's not nothing. Sure, it's about 500/250 potency range (give or take, using vercure to try to guesswork it very quickly,) but it's still, technically, healing of sorts. Now if only it didn't feel awful to use grassa....
