MSQ plot spoilers due to sidequest being available early

Area and coordinates: Tuliyollal
Steps:
1. Complete level 95 dungeon
2. Unlock and complete "Once a Riddler, Now a Ruler"

Expected result: No spoilers

Actual result: When you turn in the quest, the Attendant mentions that they are happy now that both Koana and his sister are ruling together. This directly spoils the end of the MSQ "Dawn of a New Tomorrow", as well as the tension at the beginning of the quest, where Koana thinks he is being ignored by his sister.

Proposed fix: Either move this sidequest to not be available until after dawn of a new tomorrow, or don't mention that Koana is now ruling.

I would prefer it simply being moved after the next MSQ.
