Cutscene Stuttering on PS5 ( Re-post )

Steps:
1. Entering a new zone or starting a cutscene.
2. Letting the cutscene play and the stuttering/freezing happens
3. Happens the most upon introductory cutscenes to new zones and long panned out shots
4. During normal cutscenes the stuttering/freezing happens on long and wide vista style camera shots
5. Cutscene ends and issue seems to resolve itself

I know the above steps are vague to an extent but have tested this with older similar scenarios, for example the Introdutory scene when entering the Rak'tika Greatwood in Shadowbringers and the issue does not happen which leads me to believe this is an issue mainly in Dawntrail zones.

EDIT: I know this is a copy/paste post from yesterday but was moved to "unable to verify" section and cannot edit my post there to give an example of me replicating the issue. I put a clip of the bug on my youtube and put it as an unlisted video since screenshots will not show sufficent evidence of the bug but i don't know if linking videos from youtube is permitted.

To replicate it for myself as you'll see i went to the Inn in New Gridania and accessed the Unending Journey and selected the quest, "To Kozama'uka" that views the introductory cutscene entering one of the two starter zones in Dawntrail, Kozama'uka, the clip below will show multiple instances of skipping and at times freezing:

I would like to add after 1:10 into the video there is no stuttering from what i can tell, i left the whole cutscene in to show a full example. If requested i can add more examples of the stuttering but will only do this if requested by a GM.
