Is there a reason why WHM is the weakest healer in all fields?

WHM is the most played healer by quite a large margin. Gimping the kit and making it baseline for clearing duties allows the other healers to be more attractive and hopefully motivate people to try AST, SCH, And SGE. It's the only reason I can think of besides maybe they truly hate healers
