It's not just Latin America, and South America, they also added this Nasi Goreng and the housing architecture that are heavily inspired by Rumah GadangI like the BGM choice for Tuliyollal. There's plenty of zones to mix in a different variety of LA and SA influences. I feel like the Tuli BGM was chosen not for the environment, but the atmosphere. It's the first place we visit when arriving in the New World to start the new story that's not about saving the universe, and it has this big band/jazz feel to it. That's how it fits for me.

Petition for Soken to make the theme of Hingashi when we get it, into Hardbass. Equally out of place.
I also think that the music was off. Jazz is not fitting the city or the theme.
It's a Japanese game, jazz music playing on a beach vacation is like an anime staple. There is bossa nova in Costa del Sol, I'm surprised anyone is complaining about this honestly. We've had jazz on the beach in this game since ARR.
The city comes across as a happy place and the music has a cheery bouncy tune to it to me. Suits perfectly. I think having some ancient sombre music would be a downer for the place for an expansion that was marketed as us going on holiday.
I personally enjoy most of the Dawntrail soundtrack, Tuliyollal included. As someone with more traditional tastes, I am not having to suffer headaches brought on by electro and/or metal and/or metal and/or pop and/or rock music for once.

I agree about Radz-at-Han, but I love jazz music and by far the best jazz music IMO comes from South America, so I definitely relate South America to jazz music and it fits for me.
Nighttime is a little too smooth for me in general, I'm a game OST nerd but not a piano collections one.
Now what does work for me is zoning in up top, and having that Donkey Kong music start. Really fires up the blood, makes me wish the game was more... gamey, jump around, do an outdoor beach dungeon, I dunno.
The only music that felt fitting to me was the track in the Oblivion hideouts. Otherwise it just feels like someone went "This sounds neat!" and put the music wherever.
