Stuttering and FPS issues regardless of area

Been having stuttering of my FPS regardless of the area I'm in. Initially when I logged in my fps was around 80, no issues. Mind you there is also no issues on the main menu. After around 10 minutes the dips started, first with the highest fps dropping to 60, and then every 5 seconds or so droppimg as low as 10 fps. I have updated my drivers, do not use a controller, made sure my computer was using the right GPU, and still nothing. Mind you my benchmark was high, and had no stuttering issues at all. I'm running an RTX3060 laptop, 64gb ram, and plenty of SSD space. Computer is not overheating at all.

I have the same problem. No matter where I am, no matter how busy it is and no matter what settings I use, my FPS fluctuates between 150 and 10.
I also have an AMD Radeon RX 6800 TX, which should be able to do FSR, but it's grayed out for me! In the graphics card setup, however, it is switched on. The task manager also shows that everything should actually be running smoothly and nothing is overheating.
I have updated everything, reinstalled it, etc. but my FPS still jump like a rubber ball.

What Platform are you using? (Steam/Windows/Mac/PS4 etc.)

Are you running any additional programs alongside Final Fantasy XIV?
Does the issue occur with one character or multiple characters?
Were any update or changes made to the PC recently?
Does this issue occur if the game is run in full screen mode? Does it happen in borderless or windowed mode?

All steps taken to resolve the issue:

Could you provide a system report? Simply go to the 'Config' option on the Final Fantasy XIV launcher and to the right of 'System Information' click on 'Display.
