Unable to update patch files (steam version)

Good afternoon! been dealing with this for a bit. make some headway but nothing seems to be working. I play both on Steamdeck and laptop. Steamdeck update was flawless. Could not ask for better.

However ever since Dawntrail laptop seems to be having some issues. Have done quite a bit of research and digging around for solutions. Full clean installs. changing the boot variable from 0 to 1 or vise versa. Setting as admin. Setting files to not be "read Only". full windows update, few other things that the forums suggested but nothing seems to be working

issue resolved. removed steam completely and reinstalled everything. all games and everything had to be removed not just FF
