I just tried it, and I'm still getting lag from boss-related effects on the occasion. Happens mostly during Dawntrail-related Dungeons and Trials, but has happened during old content. Particularly during stuff like Ultima Weapon, Ifrit, or dungeons like Tower of Zot. These are effects that never caused me lag prior to Dawntrail. My PC-expert friends and I are believing this could be an engine-related issue, which would make sense considering FFXIV just got an overhaul. I really hope this gets fixed, but I have not seen any acknowledgement on Square Enix's end about this.
I have no idea why and how this affects my system, but this has done the trick.For anyone still looking for a fix to this.
What helped me, or at least it appears so for the moment, was disabling "Microsoft Device Association Root Enumarator" in Device Manager -> View -> Devices by connection and right click on Microsoft Device Association Root Enumarator and disable it.
Hopefully someone will find this useful.
It is not 100% stutter free, but it reduced stutters drastically. (only really seeing less than 10% of what I saw before)

Just saw that there is an emergency maintenance to install hotfixes. I'm hoping this will fix my stuttering issue. Will update this post after maintenance is over/when I wake up and share if there's any changes to my game's performance.
I have had lag only for certain cutscenes. It's not just me either (on PC), but my husband on the PS5. His lag spikes are even worse. For me, it happened during the introduction cutscene to one of the first two zones, the introduction to the lower half of the fourth zone, and during the climatic cutscene in the zone past the "bridge". Only happened for a split second going from a certain scion to a white screen during a different cutscene. I'm being vague for spoilers. Luckily, I haven't experienced it walking around. I haven't tried pvp yet since 7.0. I hope they fix this issue.
Edit: Since the emergency maintenance, the first DT hub causes minor lag jumps. It was fun climbing the tower for the sightseeing log with that.

Absolutely, I agree. However it is a band-aid fix that, at least for me, works and so far it didn't break anything. And when it does there's nothing easier than re-enabling it.

I'm getting random frame-pacing issues with an AMD Ryzen 5 5600x and AMD Radeon RX 7900 XT. The game and windows are both installed on SSD. The micro stutters can happen anywhere but happen worse when there's more people in an area (like Tuliyollal). I had no frame-pacing issues at all prior to patch 7.0.

Just wanted to make an update after the hotfix maintenance. I am still receiving hitching/lag/framedrops during dungeons and trials. I went nearly a day without seeing it, only for it to happen during Alzadaal's Legacy. When Ambujam used Big Wave, it caused my frames to drop.
I looked into this hotfix patchnotes, and it seems Square only addressed Xbox performance issues. I wonder if they know about these PC issues.
